2024 Proposed Bond Election Projects
Potential Project Listing By Priority
The information presented here represents the preliminary recommendations of the Blue Ribbon Committee for potential projects to include in a possible May 2024 bond election. The dollar amounts and projects could change before the final recommendations are presented to the City Council for consideration, and could be changed by the City Council before the election is called. The proposed projects are listed in priority order as recommended by the Blue Ribbon Committee. This information is being presented in the interest of gathering public input prior to City Council action.

The Corporate Drive Supplemental Funding Project is part of Proposition D. The project location is Corporate Drive from Railroad Street to Old Denton and includes bike and pedestrian amenities.
This project falls under the Lewisville 2025 Big Move, Extending the Green.
Grant funding or third-party funding is from the Denton County Trip-22 Bond Program.

The McKenzie-Hembry Neighborhood Rehab, Phase 2 is part of Proposition D. The project location is the neighborhood near McKenzie Street and Hembry Street. The project includes rebuild of the following streets, Allen Road, Lone Oak Street, Willow Street, Hardy Street, Birch Street and Ash Street, with curb and gutter street sections. Due to right-of-way constraints, staff may need to design and build alternative street sections. Project includes new utilities, and upgraded drainage. Some sidewalk additions could be included as right-of-way allows.
This project falls under the Lewisville 2025 Big Move, Diverse and Thrive Neighborhoods.
Grant funding or third-party funding is from the Denton County Trip-22 Bond Program.

The South Kealy Avenue, Phase 2 is part of Proposition D. The project location is South Kealy Avenue and includes rebuilding South Kealy Avenue as a commercial collector street including new utilities and upgrading drainage. Due to right-of-way constraints, a modified street section will be necessary. Pedestrian improvements may be included, but the extent is unknown.

The South Charles Street (Purnell to I-35) is part of Proposition D. The project location is South Charles Street. The rebuild of South Charles Street includes ADA complaint sidewalks, new utilities, upgraded drainage and possible Complete Streets elements, depending on neighborhood input. This street is a candidate for the Complete Streets design based on its location.

The Fire Station #4 Land Purchase is part of Proposition A. This project includes funding to purchase land for the construction of a new Fire Station #4. Fire Station #4 opened in 1987 with an ultimate lifespan of 50 years. The station is anticipated to require the addition of a medic unit within the next 10 years and is the only one without drive-through bays.

The Vista Ridge Street Infrastructure is part of Proposition D. The project includes funding for right-of-way, utilities, drainage, and grading and erosion control, plus other engineering expenses related to the master plan of the Vista Mall.
This project falls under the Lewisville 2025 Big Move, Identity, Place, and Communications.

The Purnell Street - Redbud Street Connection is part of Proposition D. The project location is Purnell Street to Redbud Street. The project is to realign Purnell Street and Redbud Street to create a 4-way intersection with Business 121 and the DCTA Maintenance Facility entrance. The project would eliminate the existing railroad crossing at Purnell Street and Railroad Street. The project will provide better access to potential industrial sites south of Business 121, while providing safer access to neighborhoods north of Business 121 due to the elimination of the railroad crossing.

The 10-Minute Walk to a Park Initiative - Trails and Walkability Connections is part of Proposition C. The enhancements may include widening current trails that do not meet ADA or American Association of Highway and Transportation Officials Standards, building small segments of trails or shared-use paths to connect neighborhoods to parks and schools, or adding shared-use paths or bike lanes to street segments lacking pedestrian and bicycle facilities.
This project falls under the Lewisville 2025 Big Move, Connected City.

The Northeast Old Town Streets Project is part of Proposition D. The project includes Harris Street, Henrietta Street, Leonard Street and Walters Street. Rebuild streets in northeast Old Town bounded by Church, Mill, College, and Railroad Streets. Street sections would be similar to the north section of Leonard Street that is already completed adjacent to the Station at Old Town Apartments with Complete Streets elements. New utilities, upgraded drainage, and sidewalks are included.

The West College Street Paving and Drainage Project, Phase 2 is part of Proposition D. The project location is West College Street from I-35E to Cowan Avenue. The project would rebuild West College Street from I-35E to Cowan Avenue with traffic measures. This will be an extension of the Phase 1 projects from Mill Street to Cowan Avenue. New utilities, upgraded drainage, and sidewalks will be included.

The Vista Ridge Park and Amphitheater Project is part of Proposition C. The project location is the Vista Ridge Athletic Complex and Amphitheater. Both project sites are over 30 years old and no longer used for their original purpose due to the development of new sports complexes and event venues, as well as lack of compliance with ADA guidelines. The Athletic Complex concept plan includes an inclusive playground and sports field, flex-field for open play, boardwalk around a new detention pond, walking trails, nature area and overlook. The Amphitheater concept plan includes a grand lawn/performance stage, concession/restroom, biergarten, multi-sport courts, food truck court, trails and an overlook

The Lake Park Redevelopment Project is part of Proposition A, C and D. The project location is Lake Park. This project will develop Lake Park for the highest and best use of the space, while conforming to U.S. Army Corps of Engineers guidelines. Funding is included for street infrastructure, improvements to recreational amenities such as the swim beach, boat ramps, courtesy docks, overnight facilities, pavilions, fishing piers, and other park assets. Funding is also included for lake fire support.

The project includes full neighborhood rehab including Belltower Dr, Canterbury Ln, Windemere Dr, Yorkshire Terrace, Yorkshire Circle, Glencairn Ln, Clydesdale Dr, Clarendon Dr, Sterling Ln, Tiburon Bend, Solway Dr, King Cr, Julia Ct, Abilene Dr, Calvert Ct, and alleys. This project was partially funded from the 2015 bond program, so funding is for additional construction costs and alleys.

The Huffines Blvd (Corporate Drive to Stonewall Drive) Project is part of Proposition D. The project location is Huffines Boulevard from Corporate Drive to Stonewall Drive. The project extends Huffines Boulevard southward from Stonewall Drive to Corporate Drive as a 4-lane undivided roadway. Project includes sidewalks, drainage, and utilities, plus possible Complete Streets elements. Because access is needed to Farmer’s Branch Landfill, construction of this project will begin upon completion of Segments 2 and 3 of the Corporate Drive extension project.

The South Mill Street, Phase 2 Project is part of Proposition D. The project location is South Mill Street from Purnell Street to Harvard Street. The project includes the rebuild of South Mill Street from Purnell Street to Harvard Street with Complete Streets elements, such as bike lanes, wide sidewalks, lighting, landscaping, and parking. This project would be an extension of the previously-completed Mill Street project. TxDOT has already funded improvements for South Mill Street from Harvard Street to Business 121.

The Levee Improvement District (LID) Trails Project is part of Proposition C. The project location is the Levee Improvement District near Rockbrook Drive and Highland Drive. Funding would address Phase I of the LID trail development and would focus on the westernmost portion of the planned trail system, connecting Rockbrook Elementary School, churches, and businesses with nearby residents. The project will include a 10-to-12-foot walking trail, benches, pedestrian lighting, trees, pause points, and a possible pedestrian bridge.

Grant funding or third-party funding could possibly be eligible for Safe Routes to School or Alternative Transportation Grants.

The Valley Ridge Blvd Extension (Construction Funding) Project is part of Proposition D. The project location is Valley Ridge Boulevard. Funding would extend 4-lane Valley Ridge Boulevard eastward to connect to Corporate Drive. This project will provide a multi-model connection between Railroad Park and Corporate Drive and the Trinity River Floodplain. The design funding for this project was included in the 2015 bond election, so this additional funding would include construction costs.

The South Cowan Avenue Paving and Drainage Construction Funding Project is part of Proposition D. The project location is South Cowan Avenue. Funding would rebuild South Cowan Avenue from Main Street to Purnell Street with concrete pavement, new utilities, ADA-compliant sidewalks, upgraded drainage, and possible Complete Streets elements. Existing funding from the 2015 bond election will cover the design costs, so this funding would cover construction costs.

The Meadow Glen Neighborhood Rehab Phases 1 and 2 Project is part of Proposition D. The project location is the Meadow Glen neighborhood. The project includes full neighborhood rehab with new concrete streets, utilities, new ADA-compliant sidewalks, and upgraded drainage. Streets include Forrestmeadow Dr, Kirkwood Dr, Wind Wood Dr, Creekwood Ln, Creekmeadow Ln, Cypress Dr, Deer Run, Antler Trail, and Antler Court. This project was partially funded in the 2015 bond program, but due to cost escalation, additional funds are needed for construction.

The Gene Carey Animal Shelter and Adoption Center Expansion Project is part of Proposition B. The project location is 995 E. Valley Ridge Blvd. This expansion may include a combination of the following additions:
a surgical suite with pre-op prep and post-op recovery, additional kennel spaces, dedicated volunteer space for program development, expansion of laundry facility, expansion of dry food and general storage, separation of dog and cat intake areas to minimize animal stress and increase efficiency, and additional staff-dedicated workstations and a third supervisor office.

The Alley Replacement Project is part of Proposition D. The project location is various alleys. The project would fund the replacement of various alleys across the City that are no longer suitable for daily traffic and trash truck traffic. Many of the alleys with a low Pavement Condition Index rating are included within other potential bond projects. This project could be used to fund small segments of alleys that are not included in those other projects.

The Land Acquisition for Parks and Open Space Project is part of Proposition C. The project location is citywide. In order to provide a quality park within a 10-minute walk of each residence, the City will look to purchase property for park and trail development. In addition, acquiring undeveloped property to preserve open space and critical urban tree canopy or prairieland is important to fulfilling the goals of the Lewisville 2025 Green Centerpiece and Extending the Green Big Moves.

The Castle Hills Trails Corridor Project is part of Proposition C. The project location is in the Castle Hills area near Windhaven Parkway and Lady of the Lake Blvd. Phase 1 of the Castle Hills Trail Development will focus on the southernmost portion of the corridor running from Windhaven Parkway east to the utility easement, then north along the easement to the sports field. The project will include a 12-foot trail, wayfinding signage, trail head, park furniture, and shade where possible. If funding allows, design of future phases of the planned corridor can be included in the project.
