Stormwater is any form of precipitation, such as rainfall or snowmelt, which flows across developed and undeveloped surfaces. Stormwater that does not soak into the ground
becomes surface runoff, which drains either into the storm sewer system, or a surface water such as lakes and rivers.

An impervious surface is a surface that has been compacted or covered with a layer of material preventing water from soaking into the ground. Impervious surfaces increase stormwater runoff and contribute pollutants. Example of impervious areas include; sidewalks, rooftops, compacted soils, gravel surfaces, roadways, parking lots, buildings, and other man-made structures.

The Stormwater Drainage Utility establishes a dedicated and sustainable funding source that provides for the operation, improvement and maintenance of the City’s drainage infrastructure. The utility system spreads the impact across our city equally based on a property’s impervious area. The City currently has an estimated $33.7 million in unfunded drainage improvements that will be funded through this fee.

The Stormwater Utility Fee starting in January 2018.

Any individually metered dwelling units, which includes single-family homes and detached townhomes.

Single-family residential properties will pay a flat rate of $6 per month.

Every property in the City contributes to stormwater runoff, and therefore every property should support the improvements, operation, and maintenance of stormwater drainage systems in an equitable manner.

The Stormwater Drainage Utility Fund will be used to support the estimated $66 million worth of drainage improvements needed throughout the City.

The funding can only be used for:

• improving drainage in flood prone areas
• improving the existing storm drain system
• constructing new drainage systems
• erosion control or restoration projects
• stormwater public education
• operations and maintenance of the municipal drainage system

• Create a more sustainable landscape
• Always pick up after your pet
• Maintain swimming pools properly
• Use lawn chemicals in accordance with the manufacturer’s recommendations

All commercial, industrial, institutional, governmental, residential properties (where multiple dwelling units are served by a single water meter), and Home Owners’ Associations.

For Non-Single-Family properties, find your property's impervious area using the Stormwater Fee Finder Map or search by entering your Water Bill Account Number.

As part of the stormwater utility program, credits will be available to help property owners reduce their stormwater utility bills. To qualify for credits, property owners must practice qualifying stormwater management features on their property that help reduce stormwater runoff or improve stormwater quality. Credits may require engineering documentation, maintenance plans, inspections and self-reporting to the Storm Water Division.
