Background

The Southwest Parkway Complete Street Project is the design and reconstruction of the Southwest Parkway which includes but not limited to Bike Lanes, Parallel Parking, Pavement Marking, Enhanced Sidewalks, Crosswalks, ADA Ramps, Landscaping, Street Furniture and Decorative, Pedestrian Scale Safety Lighting from SH 121 to E Corporate Dr. The design cost of the project is $879,066 and Freese & Nichols, Inc is the consultant for the project design.

Public Meeting

A public meeting will be held on Thursday, March 7, 5-7:30 p.m., Lewisville Elementary School, 285 Country Ridge Road. During the meeting participants will learn more about the multimodal transportation study focusing on east Southwest Parkway and provide feedback.

Analysis

The City selected the Consultant firm through the standard City Request For Qualification (RFQ) process. The purpose of the RFQ is to provide the City of Lewisville with information necessary to determine the qualifications of firms interested in providing engineering services to assist Lewisville in developing design documents for future construction of the Southwest Pkwy from SH 121 to E Corporate Dr. Among all five proposals received by the City, Freese & Nichols, Inc. was evaluated as the most qualified consultant. The consultant services include include survey, Basic Services, Phase 1 Design Concept, public engagement support, Phase 2 Design Development, Special Services, and construction management phase services. In addition, Freese & Nichols, Inc. has recently designed the East College Street Improvements project with a similar but smaller scope. The Southwest Parkway project will be similar to the Main & Mill project with an emphasis on access to Glory Park and providing multi-modal transportation infrastructure for under served communities. The design will be approached with consideration towards health and safety, equity, sustainability, and long-term economic vitality. The design, and methods to create the plan, will be consistent with City of Lewisville 2025 Vision Plan Update and the City of Lewisville Complete Streets Policy. Grant Funds for design, and construction were provided by the Community Development Block Grant (CDBG) Program and Denton County Transportation Authority TRIP funding. The project is estimated to be up to 14 months exclusive of staff review, and public input time for design completion placing the estimated design completion in early 2025.
