Firewater Circle:

The contractor will begin the installation of sewer line at Firewater Circle on Monday, September 16, 2024. Residents have been notified via paper notices placed at their doors. Advanced warning and traffic control signs will be posted at the appropriate locations. 

Buffalo Bend Dr.

The contractor has been installing the main water line at Buffalo Bend Dr. and the services to the houses. To perform the testing and connect the line to the City’s network, your water services will be temporarily interrupted on Monday, July 15, between 8 a.m. and 4 p.m.. A notice has been distributed to the houses that will be affected by this disruption.

At Buffalo Bend Dr. eastbound, the main road is scheduled to be paved next week (weather permitting). Following this, driveways will be installed, and the parkways will be sodded. Buffalo Bend westbound is scheduled to start in mid-June right after the completion of the eastbound phase. We'll provide more details as we approach the exact start date.

At Wanderlust Dr., we did encounter several timing delays with the private franchise utility conduits.  These matters have been addressed, allowing the pipe crew to resume installing the sanitary line. We anticipate the construction on the first half of Wanderlust to be completed by mid July.

The contractor will begin the removal of the existing asphalt pavement on Wanderlust Dr. on Monday, Feb. 26, 2024 to install the sanitary sewer main line. Residents have been notified via paper notices placed at their doors. Advanced warning and traffic control signs will be posted at the appropriate locations. At this time, traffic will be reduced to one way on Wanderlust Dr. We urge everyone to use the detours, and only residents of the affected street should use the roads under construction.

Update on Buffalo Bend Dr.: The installation of the sanitary sewer main line on Buffalo Bend Drive has been completed, and the crew is currently working on installing the services to each house. The next step is to regrade the drainage ditches and pave the eastbound lanes and driveways.

The Contractor (Axis Contracting) will begin setting up signs and message boards starting Jan. 2, 2024.

The first phase of this project includes Buffalo Bend Drive Eastbound (from Wanderlust Dr. to S Valley Parkway). It will take approximately 100 days to replace the main sanitary sewer line and pave this half of the road. One way traffic will be required. Detour signs and message boards will guide you on how to enter and exit the site.

Once traffic has been reduced to one lane of travel, street parking will not be allowed.

Due to a material shortage, the contractor will be unable to start construction work on November 1st, 2023. For the residents' convenience and to avoid disruptions to the appearance of your neighborhood and online order deliveries during the holiday season, the City has decided to postpone the start date to January 2nd, 2024. 

The City Council has awarded Axis Contracting as the contractor for the Indian Oaks Subdivision project. The project is scheduled to start on November 1, 2023, with an estimated duration of 550 calendar days.

The 90% design is now complete for this project and the City is ahead of schedule. At the current pace, we are scheduled to bid this project in mid summer with a potential construction start in late summer or early fall rather than late fall as predicted. There have not been any major changes to the design since the community meeting that was held in December. The City has tried very hard to hold to the community's goal to leave the neighborhood with the same look and feel, but with improved roadways and drainage.

General Information:

 The City’s goal is to maintain the look and feel of the neighborhood

• There are no plans to install sidewalks, curbs, gutters, or any additional storm drain in this area.
• New sewer and water lines are to be installed next to existing lines to minimize any disruption in service.
• Residents will be notified of any planned water and sewer outages at least 48 hours in advance.
• Irrigation systems will need to be cut off and capped during construction. The contractor will have a subcontractor who will repair the systems and make sure they are all fully functional before the project is completed.
• City will replace a total of 6,240 linear feet of existing 24-foot-wide asphalt roadway with side ditches with a new 24-foot-wide concrete street with side ditches (no sidewalk, curb, and gutter)
• Drainage, limited to street right-of-way and dedicated City drainage Easements.
• Funding does not include drainage work on private properties (behind homes within Private Drainage Easements or Private Property).
• The City understands that there is an issue with the pond behind Wanderlust Drive, however this is a private drainage system and outside the scope of this project. The City will work with residents to address issues to mitigate drainage in the front of the property that may cause issues running into the pond, but unless there are extreme circumstances, the City cannot access private property.
• Several ponding issues have been identified in preliminary design and resolutions are being proposed. To discuss any specific property concerns, please contact the Project Engineer, Sarenna Moore, directly to set up a meeting.

Construction Sequencing:

• The City and Contractor will provide advanced warning before construction begins to let everyone know that roadwork will begin.
• Traffic will be reduced on that street to a single lane while work starts, and the construction crew begins removing the asphalt pavement.
• Sanitary sewer will be constructed first, then water
• The street pavement will be constructed on one side of the street. During that time there will be no parking in front of your house.
• Once cure time has been achieved, the traffic will then be moved onto the newly constructed pavement.
• After the traffic is moved to the opposite side, construction of the opposing side of the street will begin.
• After the concrete has cured, the project site has been cleaned up, and the ROW has been restored, the traffic barricades and signs will be removed, and traffic will be opened to both sides of the road.
• Planning to use High Early Strength concrete to speed up cure time to get street back to “normal” sooner.

   Parking:

• Open trenches will be covered with steel plates, so access to driveways will be maintained.
• Once traffic has been reduced to one lane of travel no parking will be allowed during construction.
• During utility installation vehicles parked in the section of road being constructed must be moved by 8:00am in the morning to allow construction to begin for the day.

Schedule

• Currently at 60% design.
• Estimated design complete in Fall 2022
• Construction beginning Winter 2022.
• Estimated construction time is 1 to 1 ½ years from start to finish.
• The contractor will start utility work in one or two streets and then move to the additional streets as they finish.
• When the utility contractor moves to new streets, the paving contractor will start on the streets behind the utility contractor. This way a continuous flow of utility work followed by paving will be maintained until all the streets are completed.

Do you have to dig deeper to make the drainage flow?

In some areas yes, in other areas the grade will be reset, or the sediment that has accumulated will be removed, or inlets will  be adjusted. In some cases, nothing needs to be done at all.

Can we replace our entire driveway/mailbox/walkway?

If you need your private driveway (beyond the ROW Line) to be replaced by Axis Contracting, you need to apply for a residential Flatwork permit through the City’s Building Department at: LINK.

Please note, you do not need to apply for a driveway approach permit. Make sure to notify the Building Department that you only need to replace the driveway on your private property, which will be tied into the driveway approach that has already been installed through the City’s project.

Will the portion of the replacement driveway/walkway match what is there currently?

Possibly. For residents with plain concrete, generally yes, except new concrete is typically a lighter color than older existing concrete surfaces. For residents with specialty concrete or exposed aggregate, no. It is impossible to match these types of walkway or driveway surfaces exactly. The City is not opposed to providing these types of materials, however, we cannot guarantee an exact match.

The City’s goal is to leave the neighborhood with the same look and feel as what was there originally, but with better drainage and a new concrete roadway. There is no easy way to perform the reconstruction and we understand that this is stressful for all involved, and we thank you for your patience and cooperation.
